The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their people.
Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies. It is country-driven and undertakes actions that reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.
Since its establishment, the GCF has approved 190 projects and has committed USD 10.0 billion in climate finance. In addition, it has built up an extensive program to support developing countries to identify their needs, in particular, those who are most vulnerable to climate change impacts.

Position Objective
The Deputy Director, Country Programming, reporting to the Director, Country Programming is responsible for ensuring countries are supported to move from their national strategies for low emissions, climate resilient development to create transformational program pipelines for the Fund. By also mobilizing capable accredited entities to support countries in realizing their programming ambitions, the Deputy Director will help countries to move from ideas to impact with the Fund’s resources and position the organization as a partner that delivers on their ambitions.
Duties and responsibilities
Purpose

Engages with high-level representatives from countries, accredited entities and delivery partners, to ensure collaboration is aligned to strategic objectives at the multilateral, regional and national levels;

Oversees and ensures the advancement countries to develop their pipelines for the Fund to realize their programming ambitions aligned with key priorities in their national strategies,
-
including through the use of readiness resources and partnerships;
Mobilizes accredited entities and delivery partners to serve as a dynamic channel of resources supporting country-led climate change priorities in the context of sustainable development.
Engagement

Ensures collaboration across regional desks, including through the setting, monitoring and achievement of quality control and consistent service standards;

Oversee the execution of approaches/modalities to optimize country, entity and delivery partner engagement, align programming with Fund objectives, and develop ideas supported through readiness and adaptation planning into transformational project/programme concepts;

Builds informed engagement with country, entity and readiness delivery partners throughout the project cycle, promoting effective coordination in the development and delivery of country-led programming;

Establishes feedback loops from implementation, in collaboration with DPM, to extract lessons from the execution stage that enable learning-based origination.

Represents the Fund in GCF and partner events relevant for GCF outreach to recipient countries and regions.
Delivery

Contributes to strategy and planning in close collaboration with the DCP Director and relevant divisions;

Develops and implements systems for monitoring and evaluation of the team managed against standards established to ensure program design and delivery is timely and cost effective;

Develops and executes innovative programming approaches in partnership with accredited entities and delivery partners that distinguishes the Fund as a valued partner for recipient countries;

Represents the Fund in GCF and partner events relevant for GCF outreach to recipient countries and regions.
Required experience and qualifications*

Master’s or higher-level degree; or, Bachelor’s degree plus 2 years of experience in lieu of an advanced degree.

15 years or more experience including at a senior management level working in developing countries and in a multi-lateral programming environment;

Broad knowledge of climate change and climate finance;

Fluency in English with knowledge of Spanish and/or French an advantage.
