The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their people. Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies.  It is country-driven and undertakes actions that reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change. Since its establishment, the GCF has approved 200 projects in 141 countries and has committed USD 10 billion in climate finance. In addition, it has built up an extensive program to support developing countries to identify their needs, in particular, those who are most vulnerable to climate change impacts. Position Objective

he Employee Relations Specialist (ER), reporting to the Deputy Head of Human Resources, is responsible for setting priorities, driving values, and delivering business results. This includes (i) providing a cross-cutting set of HR guidance to GCF divisions and offices; and (ii) implementing a portfolio of HR strategies, programs and initiatives to foster positive employee relations, resolve conflicts, and promote a harmonious work environment. S/he will work closely with HR Specialists and HR Business Partners (HRBP) to ensure equal application of our rules and procedures. As ER Specialist, s/he will invest her/his holistic knowledge of Human Resource Management (HRM) to guide leadership, management and staff in managing employee concerns and grievances, and implement strategies to enhance employee engagement and retention.  

 

Duties and responsibilities

Purpose

  • In collaboration with the HR Specialists, lead the implementation of programs and policies, procedures and guidelines that aim to attract, retain, measure, develop and manage the Fund’s talent. 

  • Manage complex staff relations issues in a multicultural environment and support the organization through restructuring. 

  • Interpret, communicate, and ensure adherence to GCF policies, procedures, and rules. 

  • Provide guidance to managers and employees on policy interpretation and application. 

  • Identify and address factors affecting employee morale, motivation and job satisfaction. 

  • Contribute to the customization and streamlining processes of HR management approaches to reinforce efficiency and cost-effectiveness. 

 

Engagement

  • Build compliance by providing advice and recommendations to managers on rules and regulations, as well as other legal requirements based on GCF legal framework. 

  • Provide candid, unbiased counsel to encourage trust building, information sharing, effective communication and respect. 

  • Develop and implement effective communication strategies to ensure clear and consistent messaging on staff related matters across GCF. 

  • Partner with different stakeholders in the Office of Human Resources to identify training needs and develop relevant programs to enhance employee skills and knowledge on various employee relations topics. 

 

Delivery

  • Put in place prevention measures to reduce staff relation issues and collaborate with different stakeholders to handle grievances and disputes, facilitating communication between employees and managers and promoting workplace culture. 

  • Ensure managers are upskilled to deal with people in a fair and effective manner. 

  • Maintain accurate and confidential employee records and documentation related to employee relations activities. 

  • Lead, with support of the specialists, the standardization and implementation of HR processes, practices and systems across GCF.  

  • Monitor and evaluate HR processes and use data to make/influence decision. 

  • Analyze trends and metrics relevant to HR initiatives. 

 

Required experience and qualifications*

  • Master’s degree or higher in International Law, Human Resources, Organizational studies, Psychology or other relevant fields; 

  • At least nine (9) years of relevant work experience in Human Resources Management (HRM) and proven experience in employee relations conflict resolution and mediation; 

  • Proven experience in a HR Business Partners role is an asset; 

  • Excellent people management skills; 

  •  Strong interpersonal and communication skills, both written and verbal; 

  • Ability to handle sensitive and confidential information with professionalism and discretion; 

  • Demonstrable experience with HR metrics and data; 

  • Full understanding of all HR functions and best practices and employment framework in the development, public or private sectors; 

  • Excellent written and oral communication skills in English are essential for this position; knowledge of another UN language an advantage.
