Position Objective
GCF Department of Investment Services is responsible for Accreditation of Entities to GCF, Readiness and Preparatory Support Program and the Project Preparation Facility (PPF). The Investment Services Specialist, reporting to the Director of the Department of Investment Services drives knowledge-based strategic planning and delivery, working closely with unit leads within the department and across GCF Secretariat. The Specialist leads departmental planning, preparation of annual workplans defining investment services contribution to the delivery of Secretariat workplan. S/he engages internally and externally to support strategic positioning of the department and its various workstreams including readiness, accreditation and project preparation facility. In terms of delivery, the Specialist will develop tools and processes to ensure results orientation and impact of the Investment Services Department within Secretariat and externally with clients.
Purpose
- Leads departmental planning including translation of Updated Strategic Plan targets into Investment Services program of work, integrating workstreams: Accreditation, Readiness, and Project Preparation ensuring these are mutually reinforcing and deliver as a comprehensive whole.
- Leads development of Divisional KPIs in accordance with Secretariat workplans, monitor progress in the department’s delivery, facilitate course correction, as well as timely and quality reporting.
- Advises the Director of Investment Services on innovative approaches and strategic engagements relevant to the department.
- Supports the Director of Investment Services for strategic external engagements.
Engagement
- Develops strategic approach and annual workplans of the Department under the guidance and leadership of the of Director of Investment Services.
- Collaborates with unit leads in the development of Investment Services knowledge products for improving departmental work in supporting programming and other corporate functions.
- Promotes the use of investment services guidance notes and tools by GCF teams and project partners.
- Leads investment services learning, drawing on knowledge generating functions and the project cycle to improve departmental performance.
- Represents the department in corporate structures and ensure integration of investment services perspectives in such functions as review of operating procedures.
- Contributes to Secretariat Task Forces such as Efficient GCF and contribute in the development of pilot measures for the department aimed at improving efficiency and service standards.
- Leads development of Standard Operating Procedures and Administrative Instructions in departmental areas with identified gaps
- Contributes to corporate, departmental and team activities and managing consultants, interns, and other GCF staff as necessary.
Delivery
- Collaborates with regional departments, private sector facility, strategy and impact teams, securing their buy in in the delivery of investment services workplan.
- Leverages the workplans of regional departments to demonstrate investment services continuum and impact from deploying readiness support as a programming foundation, leveraging PPF and interlinkages with accreditation of credible institutions to partner with GCF
- Leads consolidation of investment services input to programming priorities, gather best practices based on implementation and enable knowledge management.
- Collaborates with unit leads to develop capacity building instruments and ensure quality delivery thereof, engaging external partners to apply and internalize the latest knowledge.
- Collaborates with regional and corporate teams during regional and global engagements of significance such as COP, UNGA, regional conferences to ensure quality departmental participation and contribution, promoting investment services mandate and its implementation.
Requirements (Education, experience, technical competencies required of the job)
- Master’s or higher-level degree in development or environmental economics, environmental studies, policy development, business administration, finance, international development or other relevant fields; Bachelor’s Degree with an additional 2 years of relevant experience may be accepted in lieu of the Master’s degree requirement.
- Minimum of 9 years relevant experience, including in, or working with, developing countries, and international organizations;
- Demonstrated experience in strategy development, strategic planning, external communications, departmental level coordination, cross team collaboration and working with governments and national organizations and private sector entities;
- Demonstrated record of accomplishment in design and implementation of adaptive management approaches in multilateral organizations
- Excellent project management and organizational skills, with high level of attention to detail and data-driven approach to planning and decision-making.
- Strong technical and creative communication skills with strong client orientation and ability to engage in design thinking is an advantage.
- Ability to drive innovation and change in a constantly evolving environment.
- Proven ability to collaborate across diverse teams and perspectives, integrate inputs into a coherent departmental strategy, follow through on implementation of initiatives and problem-solving.
- Fluency in English is mandatory, knowledge of other UN languages is an added advantage
