Introduction
The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their people.
Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies. It is country-driven and undertakes actions that reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.


Since its establishment, the GCF has approved 209 projects in 123 countries and has committed USD 11.4 billion in climate finance. In addition, it has built up an extensive program to support developing countries to identify their needs, in particular, those who are most vulnerable to climate change impacts.

Position Objective
Operational control and risk management are the foundation to the GCF’s operational excellence.
The role of the Operational Control Officer is to ensure of the adequate implementation of the five components of the COSO framework. S/he will ensure that controls are risk-based, appropriately designed and rigorously executed throughout the organization. S/he will be in charge of the monitoring of the COSO framework performance by developing and maintaining relevant metrics.

 

Purpose

  • Conduct the first line of defense self-assessment of inherent and residual risk level of operational processes, as well as control effectiveness and efficiency
  • Conduct initiatives to reduce risk and improve reliability of controls
  • Monitor, support and challenge the first-line of defense in the design and implementation of action plans
  • Conduct testing of controls according to the yearly testing plan
  • Monitor the implementation of the GCF’s COSO framework by developing and following relevant metrics

 

Engagement

  • Strong collaboration with operational process owners while conducting and monitoring the risk and control self-assessment 
  • Provides instructions to the first-line on defense on how to design best-in-class processes and integrate internal control best practices
  • Report to the Operational Control Manager on the operational control projects progress
  • Promotes internal control as a shared responsibility across the organization 

 

Delivery

  • Prepare operational control monthly dashboard
  • Measure and report progress on action plan implementation
  • Prepare internal control documentation, flowcharts, risk and control matrix and process maps

 

Requirements (Education, experience, technical competencies required of the job)

  • Master’s Degree in Administration, Finance, Audit, Economics, or a relevant subject. A Bachelor’s Degree in a relevant field of study with an additional 2 years of relevant work experience may be accepted in lieu of the Master’s Degree requirement;
  • Minimum 4 years of relevant experience including in risk management, internal control, operational controls, internal or external audit
  • Excellent organizational, communication and documentation skills
  • Visio proficiency is an asset
  • Ability to apply systematic methods in a rigorous manner
  • Proven experience in the design and testing of controls
  • Ability to communicate at ease with technical and business audiences;
  • Professional work experience within an international organisation, Big4, dealing and personally interacting with diverse cultures a distinct advantage; and,
  • Excellent written and oral communication skills in English are essential for this position; knowledge of another UN language an advantage.
