Position Objective
The Policy and Investigative Support Specialist under the overall supervision of the Chief of Investigations of the Independent Integrity Unit (IIU), will be responsible for a range of activities pertaining to IIU’s anticorruption and investigation functions.  S/he will contribute to developing and implementing an effective administrative remedies and exclusion regime, and to updating GCF policies and rules that touch upon integrity. S/he will provide support for IIU investigative operations, particularly in the areas of intake and assessments, corporate/vendor research, internal protocol updates, and jurisprudence analysis. S/he is also expected to assist in building capacity for internal and external stakeholders and providing guidance on integrity-related provisions during GCF’s preparation of contracts, as needed.

 

Purpose 

  • Participate in developing, reviewing or revising integrity and business conduct-related rules and policies governing GCF staff and counterparties. Produce and update IIU internal protocols and templates for investigations.
  • Contribute to the development and implementation of the GCF Administrative Remedies and Exclusion framework.
  • Engage in case intake/assessments, corporate/vendor research, and jurisprudence analysis.
  • Deliver training and develop capacity-building material aimed to build integrity-related knowledge amongst internal and external stakeholders. 
     

Engagement

  • Collaborate with relevant teams in the Secretariat and/or other Independent Units on GCF policy development, contractual reviews and capacity building.
  • Liaise with internal stakeholders to support requirements from disciplinary or administrative remedies and exclusion processes.
  • Build collaborative networks within GCF Counterparties, professional networks, and other external stakeholders to facilitate cooperation, partnership, and information-exchange.
     

Delivery

  • Develop new integrity-related policies, rules and procedures, and/or revise relevant provisions in existing policies, rules and procedures, as required. Assist in the operationalization of the Administrative Remedies and Exclusion Policy.
  • Produce intake/preliminary assessment reports and contribute to preparing management implication reports, project implication advisories, and investigation reports, as needed. Assist in coordination and transmittal of supporting evidence and materials to decision-making authorities at the conclusion of investigations. 
  • Conduct trainings and create knowledge-products on integrity-related topics for GCF personnel and for entities that receive funds from the GCF.

 

Requirements (Education, experience, technical competencies required of the job)

  • Master’s degree or equivalent in Law, Criminology or other related discipline.
  • A minimum seven (7) years of relevant experience in investigatory, prosecutorial and/or litigation work, including at least three (3) years of policy development/drafting. Experience in dealing with project-related cases of a multilateral development bank, national donor agency, or international organization is an advantage.
  • Deep understanding and knowledge of legal concepts, standards and processes related to investigations, disciplinary proceedings and administrative remedies and exclusion/sanctions.
  • Experience in developing trainings and capacity building is desirable. 
  • Ability to advise on, and negotiate, settlement agreements and/or contracts is an advantage.
  • Strong interpersonal and liaison skills, with the ability to communicate tactfully with peers and GCF stakeholders.
  • Excellent command of written and oral English is essential; familiarity of another UN language is an advantage.
