The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their peoples.

Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies.  It is country-driven and undertakes actions which reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.

Since its establishment, the GCF has mobilized 10.3 billion USD, accredited 75 entities to channel its resources and approved 93 funding proposals for a total investment from the GCF of over $4.6 billion. In addition, the decision  has just been made to launch the first replenishment of the Fund.

Position description

Under the authority and direct supervision of the Director of External Affairs, the incumbent will lead the Division’s efforts in establishing and maintaining effective partnerships; also for outreach to external stakeholders including outreach to contributors and potential contributors, as well as developing partnerships with relevant organizations. S/he will also be responsible for the overall management of allocated human and financial resources, planning and coordination of programs and plans of action.

 

Duties and responsibilities

  • Direct the implementation of all activities for strategic partnership and alliance building with GCF’s stakeholders in close coordination with the relevant corporate services to advance the GCF’s mission/mandate and to enhance GCF visibility at the global, regional and country level.
  • Identify, engage and secure support from a range of funding partners, including governments, international and national agencies, multilateral institutions, non-governmental organizations, foundations and the private sector.
  • Support the Director of External Affairs in cultivating, building and nurturing funding partners as well as institutional strategic partnerships and alliances that are essential for advancing the mission of GCF.
  • As relevant, keep GCF’s staff informed about key trends on climate finance issues and funding partners’ environments by generating and analyzing related data and information and sharing it within the organization.
  • The incumbent will also provide management and staff with strategic guidance and technical support in mobilizing partnerships and improving the outreach of the Secretariat.
  • Direct the development of alliances and strategic partnerships and be responsible for the development of GCF’s partnership strategy.  The incumbent will interface with the Strategic Planning Unit in establishing and maintaining a high-level network of interlocutors in the targeted fora including with governments, corporate leaders, foundations, high net worth individuals and other influential opinion shapers.
  • Support the Divisions in maintaining effective partnerships with potential funders and partners through advocacy and the promotion of the Secretariat’s interests.
  • Lead the Partnerships and Outreach team, collaborate with staff on work plans and their learning and development needs.
  • In conjunction with the Resource Mobilization Unit, expand and diversify the funding base/pipeline to increase GCF’s major initiatives and existing collaborations. Develop a system of regular relationship management with current and potential contributors to the Fund
  • Develop and manage events in support of GCF’s strategic outreach initiatives.
  • Develop systems and procedures in support of the identification, engagement and development of GCF partnerships. Manage the execution of partnership agreements.
  • Raise awareness of the impact and tangible benefits generated through past, present and future investments in GCF’s mission.

 

Expected experience and qualications*

  • Master’s degree in any areas linked to this post, in particular in international relations, communication, economics, social sciences, or related fields. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • More than fifteen (15) years of relevant and progressively responsible professional experience in Partnership building, with a significant part of this period at an appropriate managerial level and including at least 5 years at the international level;
  • Established track record in fund raising and public-private sector partnerships;
  • Relevant work experience in multilateral organizations, international development and/or non-governmental organizations;
  • Knowledge of, and commitment to, GCF’s mandate, vision, strategic direction and priorities;
  • Good knowledge of international development policies and institutions;
  • Demonstrated strategic planning and management abilities, including capacity to administer extensive programs and financial resources;
  • Leadership capacity, high sense of objectivity and professional integrity, diplomacy, tact and political astuteness;
  • Proven ability to work collaboratively and to build relationships with diverse groups of organizations and individuals relevant institutions, intergovernmental and non-governmental organizations, including through networking; ability to participate effectively in high-level negotiations with internal and external partners;
  • Analytical and organizational skills, including in establishing plans and priorities, and in implementing them effectively, as well as in devising implementation plans;
  • Excellent interpersonal and communication skills with strong representational abilities;
  • Ability to communicate effectively and persuasively, both orally and in writing, in front of a broad range of constituents, as well as the news media;
  • Excellent written and oral communication skills in English are essential for this position; knowledge of another UN language would be an advantage.
