Background

The Green Climate Fund (“GCF”) is a multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change. 
GCF will contribute to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, GCF will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change. GCF is governed by a Board, composed of an equal representation of developed and developing countries. The Fund is operated by an independent Secretariat headed by an Executive Director. 

The Fund seeks to recruit a Results and Data Management (RDM) Assistant Consultant to carry out the tasks, duties and responsibilities, deliver the set deliverables and provide support to the hiring unit as detailed below. The consultant will join GCF team on  
HQ based. The assignment is for a 6 months-month period. 
 

 Role

The consultant will be responsible for assisting the Results and Data management workstream (RDM) of GCF’s Division of Portfolio Management (DPM), with a range of operational and analytical tasks for the management and reporting on the GCF portfolio. The consultant will collaborate with other workstreams within DPM, as well as relevant offices and divisions such as Information and Communication Technology Unit (ICT), Division of Mitigation and Adaptation (DMA), Division of Private Sector Facility (PSF), Division of External Affairs (DEA), and Office of Executive Director (OED). Specifically, the consultant will support 1) optimizing and maintaining GCF’s portfolio management systems and databases; and 2) undertaking data analyses and compiling a range of portfolio level reports and briefs. The consultant will report directly to the Data Management Associate and ultimately to the Senior Specialist of the RDM.

 

Duties and Responsibilities
 

Under the overall guidance of the Data Management Associate and the Senior Specialist, s/he will provide the following main services.


1) Assist with the optimization and maintenance of GCF portfolio-related systems, databases, and platforms.
• Support the overall work of operationalizing the online-based portfolio performance management system (PPMS). This includes the scoping, consultation arrangements with the system developers and relevant divisions, creation of process maps for new PPMS modules, online form development and refinement, user-acceptance testing, and system administration.
• Ensure smooth onboarding of various GCF operational divisions and external partners on the PPMS through preparation for webinars, training, and presentations as relevant.
• Troubleshoot and respond to PPMS user queries as appropriate.
• Provide support to strengthening GCF’s Open Data Library (ODL) which is a self-service platform for GCF portfolio data. This includes the preparation of training for ODL users, quality assurance of the Tableau implementation underlying the ODL, and development of new features onto the ODL.
• Support any other initiatives to optimize, operationalize, and/or integrate GCF portfolio management systems.


2) Support portfolio-related data analyses and the compilation of reports and briefs on the portfolio status, implementation performance, and results for internal and external stakeholders.
• Support the compilation of Board documents and Conference of the Parties (COP) reports on the GCF portfolio, including financial information, climate change mitigation/adaptation impacts, and other relevant information in collaboration with other workstreams within the DPM and relevant divisions.
• Draft information briefs, presentation decks, and dashboards on the GCF portfolio upon organizational needs.
• Ensure the accuracy and completeness of the internal and publicly available information by identifying any data gaps in databases and proposing rectifications as appropriate.
• Respond to portfolio data needs and queries across the Secretariat and from external stakeholders.
• Undertake additional research and operational tasks related to any other DPM initiatives.

  

Required experience and qualifications*
 

• Bachelor’s degree or equivalent in climate change, environmental science, data science, international affairs, or related fields.
• Minimum one year of work experience with a master’s level degree, or minimum two years with a bachelor’s degree.
• Proficiency in standard software (MS Excel, Word, PowerPoint, Outlook, and Access) and data management/analytic tools.
• Experience of Tableau is an added advantage.
• Experience in climate finance, international economics, or data management is desirable.
• Good knowledge of portfolio management systems is preferred.
• Ability to work independently and take the initiative in response to organizational needs.
• Excellent written and oral communication skills in English, and ability to synthesize complex ideas concisely.
• Ability to work in a multicultural environment with diverse stakeholders.
• Experience in an international setting is an advantage.
