Call for Senior International Experts to serve in the Accreditation Panel of the Green Climate Fund (Korea (KOR), KR)

I.   Background
1.   The Green Climate Fund (“GCF”) is a multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change.
2.   GCF will contribute to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, GCF will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change.
3.   GCF is governed by a Board, composed of an equal representation of developed and developing countries. The Fund is operated by an independent Secretariat headed by an Executive Director.
4.   The Governing Instrument of GCF provides for direct access and international access modalities, including public and private entities. In order to access resources from GCF under the direct access modalities, recipient countries will nominate competent subnational, national and regional implementing entities or intermediaries for accreditation to receive funding and channel such funding to projects and programmes in developing countries.
5.   Recipient countries will also be able to access GCF’s resources through accredited international entities, including United Nations agencies, multilateral development banks, international financial institutions and regional institutions.
6.   The Governing Instrument also mandates the Board to develop, manage and oversee an accreditation process for all implementing entities based on specific accreditation criteria that reflect, among others, GCF’s fiduciary principles and standards and environmental and social safeguards and gender policy.
7.   In 2014, the Board adopted the initial guiding framework for GCF’s accreditation process. The Board also established the Accreditation Committee (the Committee) comprised of six Board members or alternates . The Accreditation Committee is accountable to the Board and provides guidance on the development of policies and procedures for GCF’s guiding framework for the accreditation process and facilitating the Board’s interaction with recipient countries and providing policy guidance to the Accreditation Panel.
8.   The Board established the Accreditation Panel to be composed of six international experts in relevant areas relating to the fiduciary standards, environmental and social safeguards standards and gender policy of GCF. The Accreditation Panel will operate as a senior and independent technical advisory body of the GCF, and will report and be accountable to the Board.
9.   Based on the initial guiding framework on accreditation to GCF and the fit-for-purpose approach, the Accreditation Panel assesses whether applicants have the systems, policies, procedures and capacities to be an Accredited Entity to GCF and meet GCF requirements for accreditation, upgrades in AEs scopes of accreditation and re-accreditation. The GCF standards for accreditation include:
•   The GCF fiduciary principles and standards to be applied in accreditation include:
•   Initial fiduciary principles and standards (decision B.07/02);
•   Policy on the Protection of Whistleblowers and Witnesses (decision B.BM-2018/21);
•   Anti-Money Laundering and Countering the Financing of Terrorism Policy (decision B.18/10);
•   Standards for the Implementation of the Anti-Money Laundering and Countering the Financing of Terrorism Policy (decision B.23/15);
•   Policy on Prohibited Practices (decision B.22/19); and
•   Any other decisions, policies or standards related to fiduciary standards that affect accreditation.
•   The GCF environmental and social policies and standards include:
•   Revised Environmental and Social Policy;
•   Environmental and Social Safeguards (ESS) standards (including regarding indigenous peoples);
•   Information Disclosure Policy regarding requirements to disclose environmental and social (E&S) information for category A/intermediation 1 and category B/intermediation 2 projects/programmes; and
•   Updated Gender Policy and Gender Action Plan 2020–2023; and
•   Any other decisions, policies or standards related to fiduciary standards that affect accreditation.

II.   Minimum required qualifications and key fields of competencies
14.   Individuals interested to serve as senior international expert will have to demonstrate recognized capacity and expertise in the following fields of key competency, supported by a successful career track at senior and executive level in an international environment with at least 15 years of professional experience in at least one of the categories below:
(a)   Financial standards and criteria:
(i)   Governance systems, financial management, procurement, internal and external audit and control frameworks;
(ii)   Project management cycle, including origination and implementation, and activity oversight;
(iii)   Transparency, investigations and anti-fraud provisions; and
(iv)   Financial intermediation and/or financial sector supervision and oversight (including for grants, loans, equity and guarantees);
(b)   Environmental and social safeguards:
(i)   Environmental and social management systems (ESMS);
(ii)   Identification, management, monitoring and review of environmental and social risks and impacts;
(iii)   Organizational capacities and competencies to implement the ESMS;
(iv)   Public disclosure of environmental and social information; and
(v)   Redress mechanism at the institutional and project levels; and/or
(c)   Gender:
(i)   Gender policy or statement reflecting the key principles in the GCF updated gender policy; and
(ii)   Organizational capacities and competencies to implement the gender policy.
15.   In particular related to fiduciary standards and criteria, specific expertise in institutional-level assessment of policies, procedures and evidence of their implementation against a set of standards, in the following areas is sought:
(a)   Key administrative and financial capacities including financial management, accounting, internal and external audit, control frameworks and procurement;
(b)   Transparency and accountability including ethics, disclosure of conflicts of interest, fraud, investigations and anti-money laundering and counter-terrorist financing;
(c)   Project management cycle, including origination and implementation, and activity oversight;
(d)   Grant award and/or funding allocation mechanisms;
(e)   On-lending and/or blending of financial resources (specifically financial instruments loans, equity and guarantees); and
(f)   Public and private sector entities.
16.   Hands-on experience will be preferred in assessing performance and operational track record of implementing entities, funding entities and intermediaries in consistently delivering quality results, projects and programmes, or effective financial solutions to overcome structural barriers and support development policies, as appropriate.
17.   Experience in elaboration, definition and implementation of criteria and procedures, particularly in an international context and referred to fiduciary standards.
18.   Experience in working in/with developing countries in the following regions should be highlighted:
(a)   Africa;
(b)   Asia and the Pacific;
(c)   Eastern Europe; and
(d)   Latin America and the Caribbean.
19.   In addition to this, interested individuals have to demonstrate unquestionable personal reputation, integrity and ethical behaviour throughout his or her professional trajectory.
20.   The working language will be English. Knowledge of other official United Nations (Arabic, Chinese, French, Russian, and Spanish) languages would be an advantage.
III.   Application and selection procedure
21.   Interested individuals should submit their expression of interest by providing a full documented CV and a cover letter specifying the fields of key competencies that match their skills.
22.   Shortlisting will start on 15 March 2022 and will continue until the position(s) are filled.
23.   The senior international expert will be nominated by the Accreditation Committee and will be endorsed by the Board through an open, transparent and competitive selection process based on the criteria above and the annexed terms of reference.
24.   The senior international expert will be expected to work remotely with the possibility to attend meetings of the Accreditation Panel and the Accreditation Committee and also meetings of the Board, either physically or electronically. The Secretariat will communicate and assist with any travel requirements relating to the work of the Accreditation Panel. Travel may also be required to conduct on-site visits to applicant entities as a part of the review process.
25.   Expected input is up to 10 working days per month, with certain flexibility subject to the workload.

Terms of reference of the Fund’s Accreditation Panel (decision B.07/02, Annex V)
I.   Role and mandate
1.   The Accreditation Panel (the Panel) will be an independent technical panel of the Fund to advise the Board on matters relating to:
(a)   Independent technical advice to the Board on the results of the in-depth assessment and review of individual applications for accreditation;
(b)   Expertise in good-practice fiduciary principles and standards, financial intermediation functions, intermediation regulations and oversight;
(c)   Expertise in environmental and social safeguards, as well as in evaluating environmental and social management systems in order to ensure that applicant entities have the capacity to implement and oversee the Fund’s interim and subsequent ESS;
(d)   Expertise in international and recognized good practices in accreditation procedures and systems;
(e)   Expert policy advice on developing countries’ special circumstances, including sustainability and climate-related issues;
(f)   Members of the Panel will have a three-year term, with the possibility of renewal for a maximum of another consecutive term.
II.   Composition and quorum
2.   The Panel will be composed of six senior expert members, ensuring balanced representation between developing and developed countries and appropriate range of expertise.
3.   The Panel may also invite senior expert observer members, on an ad-hoc or regular basis, to participate at sessions where no confidential information will be discussed.
4.   The Secretariat will participate ex-officio.
5.   Quorum will consist of participation by at least four senior expert members.
2.1   Chair and Vice-Chair
6.   The Panel will appoint its Chair and Vice-Chair. In the event of absence or inability to participate in meetings of the Panel by the Chair, the Vice-Chair will automatically chair the meetings.
7.   The mandate of the Chair and Vice-Chair will extend for one year.
2.2   Senior expert members
8.   The senior expert members of the Panel will be selected and appointed through a nomination by the Board members and alternates of the Panel and endorsement by the Board. The composition of the senior expert members should ensure availability in the Panel of the following core areas of competency:
(a)   Governance systems, financial management, audit and control framework;
(b)   Project management cycle and activity oversight;
(c)   Transparency, investigation and anti-fraud provisions;
(d)   Environmental and social safeguards and environmental and social management systems;
(e)   Financial intermediation and/or financial sector supervision and oversight;
(f)   Experience in working in/with developing countries.
9.   Senior expert members will therefore demonstrate recognized capacity and expertise in their fields of competency, supported by a successful career track at senior and executive level. In addition to this, each senior expert member will be able to demonstrate unquestionable personal reputation, integrity and ethical behaviour throughout her or his professional trajectory.
10.   Senior expert members may be appointed for a consecutive term.
2.3   Expert observer members
11.   Expert observer members from specialized entities may be invited to participate in the non-confidential meetings or sessions of the Panel as deemed necessary in order to enhance the capacity of its work.
12.   The Panel will issue an invitation to the expert observer member, or the institution s/he represents.
13.   The Panel will agree, in consultation with the Secretariat, on the modalities for participation by expert observers. These modalities may be revised at any time to reflect the evolving needs of the Panel.
III.   Modalities of work
14.   The Panel will operate as a senior and independent technical advisory body of the Fund, and will report and be accountable to the Board. The Panel will be bound by these terms of reference as well as by relevant policies and procedures, including a code of conduct, to be developed by the Panel and endorsed by the Board. The rules and procedures of the Board, as well as any other relevant guidelines to be adopted by the Board, will apply mutatis mutandis to the Panel.
15.   Meetings of the Panel may be held with members being either physically or electronically present. The dates and modalities of meetings will be determined by the Panel taking into account criteria of efficiency and effectiveness.
16.   The Chair of the Panel will define the agenda and calendar of meetings of the Panel.
17.   The Panel may also develop rules and procedures, in addition to the above, that are necessary to enhance transparency and effectively guide the conduct of its meetings. The Panel will submit to the Board the additional agreed rules and procedures for endorsement.
18.   In conducting the review of applications for accreditation, the Panel may decide to make use of additional external technical experts. The Panel will clearly allocate responsibilities for the external technical expert, which will be included in their mission plan.
19.   The Panel, with support from the Secretariat, will maintain a roster of external technical experts and develop standard terms of reference for their work.
IV.   Compensation
20.   Travel and accommodation costs, per diem payment and a daily fee will be paid to senior expert members attending a meeting of the Panel in accordance with the Fund’s rules and regulations.
21.   If a senior expert member of the Panel is requested to carry out a specific task between meetings, they will be compensated for the task undertaken by means of payment of daily fees, subject to the input being of good quality and delivered in good time. The daily fee will be determined in accordance with the Fund’s rules and regulations. The number of days necessary to complete a task will be determined by the Chair of the Panel in consultation with the Secretariat.
22.   Travel and accommodation costs, per diem payment and a daily fee will be paid to external technical experts in accordance with the Fund’s rules and regulations and the external technical experts’ terms of reference.
23.   Expert observers will not receive any payment and will be supported in their participation in meetings entirely by the entities they represent or in their own capacity.
V.   Disclosure of conflict of interest
24.   All members of the Panel should disclose any actual, potential or perceived conflict of interest in relation to any of the activities, discussions and recommendations of the Panel, which will be duly recorded.
25.   Furthermore, at the time of appointment, all members of the Panel will sign the oath contained in the Appendix to these terms of reference.
VI.   Revision and termination of the terms of reference of the Panel
26.   The Board may revise these terms of reference as necessary in order to incorporate lessons learned and to reflect the evolving needs of the accreditation process of the Fund.
27.   The mandate and terms of reference of the Panel may be revised or terminated by the Board, if deemed necessary.

Appendix: Oath to be taken by members of the Accreditation Panel

“I solemnly declare that I shall perform my duties as a member of the Accreditation Panel (the Panel) of the Green Climate Fund (the Fund), honourably, faithfully, impartially and conscientiously.
I further solemnly declare and promise that I shall disclose any financial interest or any other real or perceived conflict of interest in: the accreditation of subnational, national, regional and/or international intermediaries and IEs of the Fund; the consideration and provision of advice on best-practice fiduciary principles and standards and environmental and social safeguards; and, in general, in any other matter in connection with the fulfilment of the mandate of the Panel.
I shall refrain from participating in the consideration of accreditation applications or policy discussions where any financial interest or any other real or perceived conflict of interest may arise, or where any personal circumstance might be incompatible with the requirements of integrity and impartiality expected of a member of the Panel.
Subject to my responsibilities to the Panel, I shall not disclose, even after the termination of my functions, any confidential or proprietary information which is transferred to the Board, the Panel or the Secretariat, or any other confidential information coming to my knowledge by reason of my duties for the Panel.”

Decision B.23/15, paragraph (b), requests the Accreditation Committee, in consultation with the Head of the Independent Integrity Unit, to consider the best way to integrate the Anti-Money Laundering and Countering the Financing of Terrorism Policy in the interim fiduciary standards and present to the Board a proposal for its consideration in 2019 as a matter of urgency. A proposal on integration has yet to be presented to the Board for its consideration. After adoption by the Board of the revised initial fiduciary standards, the accreditation process may be amended to reflect them.
The Policy on Prohibited Practices adopted in decision B.22/19 replaces the General Policy on Prohibited Practices adopted by the Board in decision B.12/31, paragraph (h).

Decision B.07/02. The Board has adopted the IFC Performance Standards as the interim ESS standards that will be guided by the International Finance Corporation guidance notes, which provide more detail on each performance standard, until its own ESS standards are fully developed and adopted by GCF. The Board in its decision B.07/02, paragraph (d), also decided to complete the development of the GCF’s own ESS and accordingly, in decision B.23/02, approved the proposed approach for the development of GCF ESS standards and requested the Secretariat proceed with said development.

The Updated Gender Policy was adopted in decision B.24/12 and is contained in annex XXIII to the decision and replaces the Gender Policy adopted by the Board in decision B.09/11 and annex XIII thereto.

DPM - Results and Data Management Intern (Incheon, South Korea (ICN), KR)

Internship Assignment

The intern will provide support to the portfolio analytic function of the Division of Portfolio Management (DPM). S/he will have the opportunity to learn and expand their experiences by assisting the Results and Data Management (RDM) team with a range of operational and analytical tasks necessary for the appropriate management of information with respect to the GCF portfolio. The intern will work in collaboration with other streams in DPM, as well as operational divisions such as the Division of Mitigation and Adaptation (DMA) and Division of Private Sector Facility (PSF) as required. The Intern will also assist with the conceptualization and operationalization of various data analytics initiatives and automation work. Specifically, under the overall guidance of the Portfolio Results Data Analyst within DPM, the intern is expected to:

• Undertake portfolio data extraction, collection, validation, and analysis to support the compilation of portfolio analysis reports and presentation materials for both internal and external audiences.

• In collaboration with the Portfolio Implementation Monitoring and Management (PIMM) team and the Division of Mitigation and Adaptation (DMA), Private Sector Facility (PSF), contribute to the effective portfolio monitoring functions through updating and analysing the portfolio status for funded activities, readiness preparatory support programme and project preparation facilities.

• Assist the team to operationalize the refined concept of portfolio status /performance dashboards and analytics through support to the development of an internal data collection template, indicator frameworks, and or working with an external vendor as required.

• Liaise with other divisions such as the Division of External Affairs (DEA) and or Office of Executive Director (OED) to populate portfolio-related information and support the internal reporting and data feed processes.

• Contributing to the knowledge management initiatives of the RDM including support to development of knowledge products and reports.

• Undertake additional research and operational tasks related to portfolio data management as assigned by the supervisor.

Requirements and qualifications*

a) Enrolled in or recently graduated Masters’ program in Economics, Management, Climate Policy, Environmental Science, Information Science, Development Studies, or related fields;

b) Knowledge and experience with data analysis and research; experience in monitoring and evaluation of development projects would be an added advantage;

c) Good understanding and experience in operations of international organizations is an added advantage;

d) Proficiency in using standard software programs such as MS Word, Excel, PowerPoint, Outlook, Access, Tableau, and or other data management tools;

b) Development and implementation of the Secretariat annual work programme, including compilation of inputs, drafting, implementation planning, tracking progress toward KPIs and contributing to the Report on the Activities of the Secretariat;

c) Supporting the work of the Climate Policy Committee, management of the Secretariat’s policy agenda, and enhancement of the Secretariat’s policy resources and knowledge management practices;

d) Supporting other strategic and corporate priorities of the Office of the Executive Director, including project management of cross-Secretariat change initiatives.

a) Enrolled or recently graduated in Master’s program in International Relations, Law, Finance, Economics, Science or related fields;

b) Knowledge and experience in analyzing complex problems, data and processes; and coordinating collaboration between multiple stakeholders;

c) Ability to multitask and deliver within tight timelines, while demonstrating attention to detail;

d) Excellent drafting, presentation and communication skills;

e) Good understanding and experience in climate change, climate finance and operations of intentional organization is an added advantage;

Under the overall guidance of the Climate Finance Specialist within the Private Sector Facility – Innovation, Technology and Co-Funding team, the Intern is expected to:

a) Review Concept Notes and Funding Proposals submitted by GCF’s Accredited Entities for climate impact and financial structuring;

b) Conduct market and project ideas screenings,

c) Support coordination of the internally review and negotiation process (meetings, reviews, drafting, negotiations and others).

Requirements and qualifications*

a) Enrolled in or recently graduated Master’s program in business, finance, climate change, sustainability or related fields;

b) Good understanding, experience or strong interest in climate mitigation and adaptation;

c) Good understanding or experience with private investments, project financing and/or technology company financing.

d) Good understanding and experience in operations of international companies and organization is an added advantage;

e) Proficiency in using standard software programs: MS Word, Excel, PowerPoint, Outlook, and Access;

f) Capacity to quickly adapt to a new working environment;

g) Capacity to work on several workstreams in parallel;

Internship Assignment

The Intern will provide operational and administrative support to the Private Sector Facility – Financial Institutions team. S/he will have the opportunity to learn and expand her/his experiences by providing assistance in the appraisal of private sector focused climate investments and grant proposals for GCF through Funding Proposals, Concept Notes and Readiness Proposals.

Under the overall guidance from the Financial Institutions Manager within the Private Sector Facility – Financial Institutions team, the Intern is expected to:

a) Assess Concept Notes submitted by GCF’s Accredited Entities for climate impact and financial structuring.

b) Review Funding Proposals for climate investments in developing countries submitted by GCF’s Accredited Entities, write assessments and coordinate the internal review process.

Introduction

The Green Climate Fund (GCF) is a multilateral fund created to make significant and ambitious contributions to the global efforts to combat climate change. The GCF contributes to achieving the objectives of the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement. In the context of sustainable development, the GCF aims to promote a paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to climate change, while accounting for their needs and supporting those that are particularly vulnerable to the adverse effects of climate change. The GCF is governed by a Board, composed of an equal number of members from developed and developing countries. It is operated by an independent Secretariat headed by an Executive Director.

The Independent Evaluation Office (IEU) of the GCF informs the decision-making by the Board, conducts periodic independent evaluations of GCF performance, and provides evaluation reports to the Conference of Parties of the UNFCCC. It has dual learning and accountability functions within the GCF.

Role

The evaluation intern will support the IEU in the delivery of the objectives of the IEU, including in the development and undertaking of evaluations. The intern will have an opportunity to also support related processes, amongst others, capacity building, learning, synthesis, and communications-related components. This task will include a review of GCF policy, qualitative data analysis, and synthesis of literature and evidence. The intern will have an opportunity to work within the numerous workstreams of the unit. be positioned to pursue various roles in the workstreams of the IEU.

Role

The Climate Funds Manager will report to the Director of PSF and will contribute to deepening private equity funds expertise within PSF, responding to the GCF Secretariat’s increasingly demanding requirements on working with both international and direct access local private sector actors in the developing world. Call for International Sectoral Experts to support GCF on funding proposal assessments (N/A, KR)

I. Background

1.   The Green Climate Fund (GCF) was established by Parties to the UNFCCC at its meeting in Cancún in December 2010, and formally launched in 2011 when the Governing Instrument of the GCF was adopted and approved.
2.   The GCF is set to become a main international financial institution for the delivery of climate finance in support of mitigation and adaptation activities in developing countries.
3.   The GCF is governed and supervised by a Board that has full responsibility for funding decisions. The GCF has a Secretariat with responsibility for the executive management and operations of the Fund. The GCF also has a Trustee in charge of the management of the Fund’s financial assets and financial reporting thereof.
4.   In the GCF’s proposal approval process (decision B.07/03), entities accredited to the GCF will submit funding proposals to the Secretariat for consideration, with a no-objection from the relevant national designated authority. The Secretariat will review the funding proposals from accredited entities on a rolling basis and will perform second-level due diligence on the proposals. The expert/specialist will support the Secretariat by reviewing specific aspects of the funding proposal(s) that align with the expert/specialist’s core expertise.

II. Minimum required qualifications and key fields of competencies

5.   Individuals interested to serve as international experts/specialists as part of a Roster of Experts must have prior experience developing, reviewing and/or evaluating climate change mitigation or adaptation project/programme proposals, as well as experience implementing climate change projects/programmes in developing countries in different regions.
6.   Applicants must also demonstrate recognized technical capacity and expertise, supported by at least 11 years of relevant professional experience in an international environment, in at least one of the following technical specialties:
(a)   Experience working in developing countries across at least two regions (among LAC, Africa, Eastern Europe and Central Asia, Asia, and Pacific)
(b)   Expertise developing, implementing, and reviewing climate projects/programmes in at least two sectors among the GCF result areas, and across micro to large project sizes.
(c)   Experience working with international, regional, and national entities and with different financial instruments including grant, loans, equity and guarantee.
(d)   Experience conducting financial and economic analysis on a project/programme level;
(e)   Experience with ex-ante, mid-term or final evaluations and/or impact assessment of climate mitigation, including carbon accounting, or adaptation projects/programmes;
(f)   Risk analysis of projects/programmes, particularly for the management of financial and operational risks;
(g)   Implementation and oversight of environmental and social safeguards and policies, including gender policies; and/or
(h)   Design and implementation of results management frameworks for the monitoring and evaluation of projects and programmes.
(i)   Experience developing the Theory of Change (TOC) that will enable climate finance to address core mitigation and adaptation challenges
7.   More broadly, individuals interested to serve as international experts/specialists should demonstrate the following qualifications:
(a)   Extensive operational experience in some of the Fund’s result areas:
(i)   Reduced emissions from:
•   Energy access and power generation
•   Low emission transport
•   Buildings, cities, industries, and appliances
•   Forests and land use
(ii)   Increased resilience of:
•   Livelihoods of people, communities, and regions

(d)   Deep understanding of policies and procedures of the United Nations Framework Convention on Climate Change and keeping abreast of communications of the Intergovernmental Panel on Climate Change, and other relevant processes is desirable.
(e)   The areas of technical specialization sought are as follows:
•   Early warning and climate information services: Extensive knowledge in the design and implementation of climate information, early warning/early action and broader disaster risk reduction projects/programmes. This should include the use of climate information and early warning services in investment and financial decision for low-emission climate-resilient development,
•   Health: Extensive knowledge of the effects of climate change into the social and environmental determinants of health and well-being, such as clean air, drinking water supply, sanitation sufficient nutrition and secure shelter, among others in developing countries. Experience of developing projects for resilient health systems and services.
•   Agriculture and food security: Substantive experience in reviewing, developing and implementing low-emission and climate-resilient Agriculture and Food Security investments in developing countries including low-emission and climate resilient value chains, water management and irrigation for agriculture, resilient agricultural landscape and agroforestry, community-based adaptation, climate information tailored to small-scale farmers, capacity building, institutional and policy change, etc. Knowledge of crop, livestock, aquaculture, and fishery
•   Water Security: Substantive experience in developing, reviewing and implementing low-emission and climate-resilient water resources management projects in developing countries, including water supply and sanitation, flood control and drought management projects.
•   Infrastructure and built environment: Substantive experience in developing and implementing low-emission and climate-resilient Infrastructure investments in developing country settings, with special focus on adaptation. Ability to verify integrated approach to adaptation with predominant role of infrastructure. Experience in structuring and assessment of integrated approaches to infrastructure as systems and across systems (interconnected territorially) to assure undisturbed provision of services. Capacity to verify infrastructure related engineering studies and budgets. Proven experience in verification of financial and economic analyses in infrastructure projects.
•   Ecosystems and ecosystem services: Substantive experience in developing, reviewing, and/or implementing ecosystem and ecosystem services investments and interventions. Knowledge and experience in nature-based solutions (NBS) in support of climate goals providing co-benefits in both biodiversity and ecosystem services for marine and terrestrial ecosystems in light of changing land use patterns and dynamics. Desirable: Experience with key areas i.e. coastal ecosystems (wetlands, mangroves), peatlands, coral reefs (especially warm water coral reefs), marine forests, drylands, etc. Experience in financing and governing NBS i.e. PES, integrated coastal management, conservation management blue carbon management, sustainable management of fisheries, etc. Experience in ecosystem valuation and related processes.
•   Energy generation and access: Substantive experience in developing and implementing low-emission and climate-resilient Renewable Energy investments in developing country settings. Combined experience in both public and private sector in the energy value chain. Experience on delivery of Technical Assistance measures for the deployment of energy access or power generation is a must. Knowledge of renewable energy frameworks, policies and regulatory gaps for the deployment of renewable energy projects with records of hands-on advisory experience in the context of international cooperation are pre-requisites.
•   Cities: Substantive experience in developing and implementing low emissions and climate resilient infrastructure and urban services as well as green technology solutions in cities / urban systems in developing countries; in particular, investments in known Transformative Action Fields (TAFs) being: decarbonization of urban energy systems; energy efficiency in building stocks; urban mobility and transport; improving waste management in cities; more efficient use of materials and material flow; compact urban form; and building urban resilience.
•   Energy Efficiency: Aside from the energy efficiency in the urban sector above, substantive experience in developing, structuring, reviewing and implement energy efficiency policies and investment in developing countries with different development financial institutions including multi-lateral development banks. The consultant should have experience within the industrial processing as well as efficient appliances and equipment focusing on efficient cooling, efficient motor systems and etc..
•   Low emissions transport: Substantive experience in policy planning and investment in low-emission and climate-resilient Transport investments in developing country settings; The consultant should have experience in mobility planning at national and municipal level, targeting movement of both goods and people; and expertise in different transport technologies such as EV and fuel-cell.
•   Forest and land use: Substantive experience in reviewing, developing and implementing low-emission and climate-resilient investments, projects and programmes in forest landscapes in developing countries. This includes forest value chains, sustainable forest management, REDD+, forest restoration and conservation, financial mechanisms (grant and non-grant instruments) for sustainable forest landscapes, forest carbon accounting, deforestation-free commodities supply chains.
8.   In addition to the above, interested individuals must demonstrate an unquestionable personal reputation, integrity, and ethical behaviour throughout his or her professional career. Selected experts working for GCF accredited entities or executing entities will not review proposal from these entities.
9.   The working language of the GCF is English. Fluency in another language, particularly an official language of the United Nations, is a plus.

III. Application and selection procedure

10.   Interested individuals should submit their expression of interest by providing a full documented CV and a cover letter specifying their technical specialties, based on their skills and experience, from those listed in paragraph 6 above.
11.   The file containing the curriculum vitae should be named “CV [FAMILY NAME]” (e.g. CV SMITH), and similarly, the file containing the cover letter should be named “Cover letter [FAMILY NAME]”.
12.   The experts will be selected through an open, transparent, and competitive process based on the criteria above and the annexed terms of reference.
13.   The experts will be expected to work remotely under the supervision of a GCF staff member. The time required for proposal review will depend upon the volume and complexity of funding proposals, with an expectation of review of Concept Notes to be completed within 1-2 days, and full Funding Proposals to be completed within 5-7 days. The Secretariat will provide the necessary operational and administrative support to the expert.
14.   Shortlisting will start on 1 July 2020 and will continue until the Roster of Experts has been filled.
15.   Once accepted onto the Roster of Experts, individual consultancy contracts will be agreed for a fixed number of days on a timesheet basis.

Annex: Terms of reference for International Experts to support the Green Climate Fund on funding proposal assessments as part of a Roster of Experts
I. Role and mandate
1. The international expert will support the Secretariat by reviewing in full or specific aspects of the concept note(s) and/or funding proposal(s) that align with the expert’s core expertise. This will be done in accordance with the GCF’s investment framework and relevant policies, and in order to provide additional technical expertise in the review of funding proposals for the Board’s consideration.
2. The expert will be bound by these terms of reference (TOR) as well as by any relevant policies and procedures of the GCF, including the policy on ethics and conflict of interest for external members serving on panels, sub-committees and working groups of the Board.
3. The expert, in order to conduct of the technical assessment of funding proposals, will be provided with the relevant section(s) of the concept note or funding proposal package and other necessary information that may reasonably be requested from the Secretariat.
II. Modalities of work
4. The expert will conduct the review of concept notes and funding proposals remotely. The dates and timelines for reviews will be determined by the Secretariat in accordance with the proposal approval process. The time required for proposal review will depend upon the volume and complexity of funding proposals, with an expectation of review of Concept Notes to be completed within 1-3 days, and full Funding Proposals to be completed within 5-7 days, depending upon the length of documents and complexity of the project.
5. The Secretariat will provide the necessary operational and administrative support to the expert.
III. Compensation
6. A fee will be paid to the expert in accordance with the GCF’s rules and regulations, subject to the terms of their consultancy contracts. The time required for review of funding proposals will be determined in consultation with the Secretariat.
IV. Conflict of interest and confidentiality
7. A conflict of interest arises when an expert has an interest, which may include but is not limited to a financial interest that could, or could be deemed to, improperly influence the performance of his or her official duties or responsibilities as an expert. A conflict of interest applies to, among others, experts/specialists who hold positions in government or non-governmental organizations, or who are working in, or have any contractual arrangement as consultants or otherwise with, the Accredited Entity or an executing entity of the project under review.
8. All actual or potential conflicts of interest, or the appearance thereof, shall be immediately disclosed in writing to the GCF’s Integrity Unit. When the Integrity Unit determines that an actual or potential conflict of interest exists, the expert shall not participate in the matter that has given rise to the conflict absent a waiver from the Integrity Unit. The waiver may be designed to allow for any level of participation that the Integrity Unit deems appropriate.
9. Furthermore, at the time of appointment, all experts will sign an Oath for external members serving the GCF.
10. Experts shall adhere to the Policy on Ethics and Conflict of Interest for external members serving on Panels, Sub-Committees and Working Groups of the Board, as may be amended from time to time.
11. Experts shall adhere to the GCF’s information disclosure policy, as may be amended from time to time, including in respect of the treatment of confidential information.
V. Revision and termination of the terms of reference of the Expert
12. The Fund may revise these TOR as necessary in order to incorporate lessons learned and to reflect the evolving technical needs of the GCF.
13. The mandate of the Expert/Specialist may be revised or terminated by the GCF, if deemed necessary.

Required experience and qualifications*

Advanced university degree (Masters) in Human Resources, Business or Public Administration or Management or equivalent; or similar Bachelor’s degree plus two years of additional relevant experience in lieu of advanced degree;
At least 15 years of progressively responsible experience in Human Resources Management, including managing teams in a diverse workforce in private or public international organizations; at least 5 years of managerial experience;
Demonstrated professional expertise in Strategic Human Resources Management developed through significant experience at a senior level in large and complex international organizations;
Experience in climate change, energy or environmental issues is an advantage;

Team Assistant Consultant (Korea (KOR), KR)

Introduction

GCF will contribute to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, GCF will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change. GCF is governed by a Board, composed of an equal representation of developed and developing countries. The Fund is operated by an independent Secretariat headed by an Executive Director.

The Fund seeks to recruit a Team Assistant Consultant to carry out the tasks, duties and responsibilities, deliver the set deliverables and provide support to the hiring unit as detailed below. The consultant will join GCF team on
HQ based. The assignment is for an initial 6 months-month period.

Role

The GCF is seeking a short-term consultant to support the Results and Data Management workstream (RDM) of GCF’s Division of Portfolio Management (DPM) by providing a range of operational and analytical tasks for data management and reporting on the GCF portfolio. S/he will also provide administrative and operational assistance to the whole DPM with a view to increasing the efficiency of DPM’s functions and responsibilities. The consultant is expected to be based in Songdo, South Korea at the headquarters for 6 months.

Duties and Responsibilities.

The Consultant will be responsible for but not limited to:

1) The consultant will support RDM’s overall activities, across three scopes of work - Data Management; Data Strategy and Systems; and Readiness and Knowledge Extraction (50% of the time to start and then to evolve to 100%). Specifically, these duties include, but are not limited to:

Support the DPS (Digital Proposal Submission) operationalization and the transition of FP templates therein (SAP & PAP).
Prepare analyses in support of AE re-accreditation.
Engage in the work of managing legacy data discrepancies & the integration of rectified data in current and future systems.
Provide administrative support to the GCF’s Data Council.
Contribute to operationalizing the online-based portfolio performance management system (PPMS).
Ensure smooth onboarding of various GCF operational divisions and external partners on the PPMS through preparation for webinars, training, and presentations as relevant.
Troubleshoot and respond to PPMS user queries as appropriate.
Respond to portfolio data needs and queries across the Secretariat and from external stakeholders.
Support portfolio-related data analyses and the compilation of reports and briefs on the portfolio status, implementation performance, and results for internal and external stakeholders.
Undertake additional research and operational tasks related to any other RDM initiatives as needed.

2) The consultant will also provide operational and administrative support at the divisional level (50% of the time and on a temporary basis):

Provide general operational and administrative support to the Head of DPM.
Take minutes of meetings and assist in drafting routine correspondence and editing official documents, reports, and invitation letters in adherence to established standards.
Coordinate compilation of DPM’s comments and feedback in working documents as requested by other divisions.
Serve as a back-up to other staff and consultants on project and administrative tasks.
Coordinate and ensure the logistical planning for various events (e.g. conferences, workshops, Board meetings, other formal and informal meetings) are well planned.
Keep abreast of the Organization’s directives and ensure effective dissemination to ensure adherence to the processing of internal and external stakeholder requests.
Occasionally perform tasks as may be requested by the Head of DPM.

Internship Assignment

The Intern will provide operational and administrative support to the Principal Data Scientist. S/he will have the opportunity to learn and expand her/his experiences by providing assistance in the application of analytics and customer relationship management (CRM) across the Fund.

Under the overall guidance of the designated primary and alternate supervisors within the Division of Support Services, Information and Communications Technology (ICT) Unit, the Intern is expected to:

a) Analyze the requirements and processes of the Fund’s divisions, contributing to successful implementation and adoption of CRM software and analytics

b) Design and test CRM and analytics processes to support efficiency and automation

c) Collaborate with ICT developers to model, transform, extract, and integrate CRM and project pipeline data

Requirements and qualifications*

Call for Technical Experts to assist the independent TAP in the review of Fundiing Proposals 1 (N/A, KR)

I. Background

1.   The Green Climate Fund (“the GCF”) is a multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community, including the United Nations Framework Convention on Climate Change (UNFCCC), to combat climate change.
2.   The GCF aims to promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change.
3.   The GCF is governed by a Board, composed of an equal number of members from developed and developing countries. The GCF is operated by an independent Secretariat headed by an Executive Director and pursues a country-driven approach in its operations. The independent Technical Advisory Panel ("the Panel") officially reports to the Board through the Investment Committee and conducts independent technical assessments of Funding Proposals against the GCF's investment criteria.
4.   The GCF is establishing a roster of Technical Experts who will assist the Panel in the due diligence and assessment of proposals for projects and programmes for funding. The GCF welcomes applications from all suitably qualified candidates.

II. Minimum required qualifications and key fields of competencies
5.   The Technical Experts will provide timely and appropriate advice, suggestions and recommendations on technical matters as specified by the Panel, with the aim to enhance the technical assessments of funding proposals by the Panel and expand the Panel's technical coverage. The Technical Experts will draw from subject matter knowledge and experiences in projects in the relevant areas, such as those from international financial institutions, UN agencies, and multilateral development banks and organizations. The Technical Experts will be accountable to the Panel and the Investment Committee, with contractual arrangements through the Secretariat.
6.   Under the guidance of the member of the Panel requiring the consulting, the Technical Expert will be responsible for, but not limited to:
•   Providing timely written assessments and subject matter reviews on specific technical matters in the Funding Proposal related to her/his field of expertise, within the scope and timeline of the assignment requested by the member of the Panel, and any further explanations or clarifications required;
•   Providing written suggestions or recommendations to enhance the Panel's technical assessments on basis of best practices in the corresponding field, experience in the relevant local and regional context, and citations of relevant scientific and technical publications;
•   Participating virtually in the relevant Panel meetings if requested by the Panel;
•   Participating, if requested by the Panel, in phone conversations along with accredited entities and relevant stakeholders to discuss aspects of the project or programme being reviewed.
7.   Individuals interested to serve as technical experts should have an advanced degree or equivalent in the wider field of environmental sciences (including biology, ecology, hydrology, geology and soil sciences, atmospheric science, oceanology, and similar), environmental engineering, environmental health, infrastructure design, energy generation, agriculture/forestry/ fisheries/natural resources, disaster risk reduction, climate-induced insurance, land use, urban planning, environmental law, environmental economics, policy development, or anthropology;
8.   Applicants should also have a minimum 15 years of experience in the relevant field of expertise, including in the design and implementation, assessment, and monitoring projects and programmes, and/or in research at a world-class research institution. The Fund is particularly keen to receive applications from candidates with:

HQ based. The assignment is for an initial 172 days over a 9-month period.

Role

Under the overall guidance of the Procurement Specialist, the Consultant will provide operational support to the procurement unit, specifically in relation to carrying out day to day procurement actions and other procurement matters.

•Duties and Responsibilities

The Consultant will be responsible for but not limited to:
• Processing, monitoring, reviewing and follow-up on actions related to execution of new and/or ongoing procurement activities, such as reviewing terms of reference (TOR), preparing Request for Proposals (RfP) and Request for Quotations (RfQ), evaluating proposals and quotations, drafting contracts and purchase orders (PO), and awarding contracts and POs;
• Providing advice, guidance and support to client divisions on any procurement issues related to their pipeline procurement requirements;
• Responding to routine requests for information;
• Maintain official procurement data, records and information material in both hard and soft copy files in the shared drive;
• Prepare reports, analyses and statistics as and when required;
• Take an active role in the selection, negotiation, management, monitoring and closure of contracts and purchase orders;
• Draft, prepare and send internal and external written correspondence; and
