The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their peoples.

Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies.  It is country-driven and undertakes actions which reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.

Since its establishment, the GCF has mobilized 10.3 billion USD, accredited 75 entities to channel its resources and approved 93 funding proposals for a total investment from the GCF of over $4.6 billion. In addition, the decision  has just been made to launch the first replenishment of the Fund.

Position description

The Senior Operations Assistant will be primarily responsible for supporting the operations of the Division of Private Sector Facility. The position will work closely with the Director/Deputy Director for general operations support and with other teams in the Division, in particular the investment teams which are responsible mainly for the review and implementation of funding proposals, management of the portfolio, and other members of the PSF team as appropriate.

 

Duties and responsibilities

 

Under the overall guidance of the Deputy Director, s/he will be responsible for but not limited to providing enhanced administrative support, but also strong support in ensuring all term sheets and legal document clerk functions:

  • Act as the focal point on 3 non-project portfolios mainly: 1) HR; 2) Strategy and 3) Outreach and Communications under the supervision of the Director/Deputy Director;
  • Act as a focal point in the organization if partner missions with the GCF for project related discussions especially on negotiations and other very important partner relationship tasks;
  • Support preparations for before, during and after interdivisional, senior management and Board meetings.
  • Coordinate the formatting, proof-reading, and editing of texts for adherence to established standards, grammar, and style in official documents, reports, and invitation letters;
  • Lead and coordinate the internal flow of communications within the team, and with partners (countries and AEs) ensuring timely dissemination of information to all;
  • Provide executive support to the Deputy Director including coordination, planning, and management of the entire PSF investment program process- managing the project cycle from initial concept to FAA signing;
  • Provide operational support for the process for submission, review and approval of Concept Notes and Funding Proposals;
  • Support the review, approval and initial disbursement process for Funding Proposals, including through coordination with other divisions and offices within the Secretariat;
  • Support the compilation and update of information on projects in the PSF pipeline;
  • Support the preparation and organization of miscellaneous initiatives under PSF’s leadership; and
  • Carry out any other administrative and support duties as requested.

 

Expected experience and qualifications*

  • Bachelor’s degree, with at least seven (7) years of relevant experience or equivalent combination of relevant education and experience;
  • Experience in handling logistics for events, workshops, conferences and Board meetings;
  • Formal training in secretarial, clerical, administrative, and/or operational services desirable;
  • Ability to deal with large volumes of work under time pressure with a high level of accuracy;
  • Ability to exercise tact and discretion in dealing with customers;
  • Ability to organize his/her work, set priorities, meet critical deadlines, and follow up on assignments with minimum direction;
  • Strong teamwork and interpersonal skills, and highly developed cultural sensitivity in communicating with all levels of staff and external clients, both orally and in writing;
  • Good knowledge of office technology such as MS office package, and experience in working with databases is highly desirable; and
  • Fluency in English is required. Knowledge of another UN language is an advantage.
